Simmons Park Pre-Bid Meeting
INVITATION FOR BIDS
The Municipality of Norristown will receive sealed bids for the Simmons Park Improvement Project-Phase IV (Re-Bid), as delineated in the plans and specifications, until 4:00 P.M. (prevailing time) on Friday, October 21, 2016 in the Office of the Municipal Administrator, Municipal Hall, 235 East Airy Street, Norristown, PA 19401. All bids will be publicly opened and read aloud at Municipal Chambers at 4:00 P.M., Municipal Hall, 235 East Airy Street, Norristown, PA 19401. The project involves site clearing and site demolition. Funding for the project is derived from the Federal Community Development Block Grant (CDBG) Program. The project has a budget of approximately $160,000.00
SEALED BIDS WILL BE ACCEPTED ONE OF TWO WAYS:
Option One: Bidders may submit bids through the PennBid™ web site, bids shall be submitted and updated online until 4:00 P.M., prevailing time, on Friday, October 21, 2016 at which time they will be publicly opened and read. All documents and solicitation details are available any time at (www.pennbid.net) by clicking on the “Solicitations” then “View” tabs. Hard copies of all documents may be optionally purchased through PennBid. Estimated cost is $100.00.
Option Two: Bids are to be enclosed in a sealed envelope, clearly marked on the outside. Bids are to be delivered to the Office of the Municipal Administrator, on the first floor of the Municipal Building located at 235 East Airy Street, Norristown, PA before 4:00 P.M. prevailing time on Friday, October 21, 2016 at which time they will be publicly opened and read.
Contract documents, including Technical Specifications are on file in the Planning Department in Norristown Municipal Hall where they may be inspected at any time during working hours (8:30 - 4:30). Copies of the Contract Documents may be obtained from the Planning Department for a NON-REFUNDABLE charge of fifty dollars ($50.00) per set. (Contract Documents will be mailed for an additional non-refundable charge of $5.00). Contract documents may not be reproduced or transferred without the written permission of the Norristown Department of Planning & Municipal Development.
Mandatory Bonds and Guarantees - A certified check or bid bond in the amount of 10% of the total bid will be required. Bid guarantees, performance bonds and payment bonds will be required in accordance with 40 C.F.R. § 31.36(h). Bonds are required to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
The bidder’s attention is called to the fact that the successful bidder shall pay no less than the current wage rates set forth by the U.S. Department of Labor determined for the project area as described in the contract documents. The successful bidder must insure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
The Municipality of Norristown reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding, when, in the opinion of the Municipality, such rejections or waivers shall be to its interest or advantage. Prior to awarding the Contract, Bids may be held by the Municipality of Norristown for a period not to exceed sixty (60) days from the date of Bid opening for the purpose of reviewing the Bids and investigating the qualifications of the Bidders.
The Municipality encourages the participation of Minority Business Enterprises (MBE) and Women Business Enterprises (WBE) for this project.
All Bidders are invited to attend a PRE-BID MEETING to be held at 2:00 P.M., on Tuesday, October 4, 2016, at Municipal Hall, 235 East Airy Street, Norristown, PA, 19401.
