Norristown Council Approves Advertisement of the 2018 Proposed Budget
NORRISTOWN, PA – During a special Council Meeting on December 11, 2017, the Norristown Municipal Council approved the advertisement of the 2018 Municipal Budget.
As a result of ongoing discussions with Municipal Council, Municipal Administrator Crandall Jones presented the proposed budget, which focuses on three specific Council priorities:
1. Enhancing public safety via the addition of 2 police officers, 2 firefighters and 1 codes inspector;
2. Augmenting recreation services for community youth and families with the addition of a recreation operations manager;
3. Maintaining the Municipality’s strong fiscal position by:
a. Funding Municipal Credit and Capital Reserves to reduce the need for future borrowing for emergency events and capital improvement projects; and
b. Investing more in materials and operations to improve Norristown’s infrastructure (roads, sidewalks, signage, etc.);
The proposed budget of $33.9 Million represents a 5.6% increase over the 2017 budget. This will be the first tax increase for the municipality since 2014. The average homeowner will see about a $138 increase in their tax bill.
“Last year, due to tax increases by the Norristown Area School District and Montgomery County, Municipal Council decided to offset unavoidable cost increases by using operating cash fund balance, rather than place additional tax burden on Norristown residents,” explained Council President Sonya Sanders. “After three years of not adjusting taxes to meet rising costs, it would not be fiscally responsible to do so again.”
Council has scheduled two public comment sessions to be held on Thursday, December 14th at 6:30 P.M. and Monday, December 18th at 1:00 P.M. at Municipal Hall, residents are encouraged to attend. A copy of the proposed budget ordinance and budget detail can be viewed at the Law Library and these documents and the budget presentation may be viewed at the Norristown Municipal website at www.norristown.org.
