Planning/Municipal Development

A. Request Municipal Council to approve or disapprove granting preliminary land development for 1800 Markley Street. Motion to approve or disapprove Resolution 16-115 granting preliminary land development approval to Norristown Centre A, LP and Norristown Centre B, LP for Norristown Centre – 1800 Markley Street.

B. Request Municipal Council to approve or disapprove a change to the definition of “New Construction” in the Floodplain Regulations. Motion to adopt or disapprove proposed Ordinance 16-07 a change to the definition of “New Construction”, in the Floodplain Regulations Ordinance.

C. Request Municipal Council to approve or disapprove the 2016 CDBG Ordinance for program year 2016. Motion to adopt or disapprove proposed Ordinance 16-05 the 2016 CDBG Ordinance for the program year 2016 Community Development Block Grant Action Plan budget based on the 2016 HUD award announce in February 2016

D. Request Municipal Council to approve or disapprove the submission of a Transportation Investment Generating Economic Recovery (TIGER) grant. Motion to approve or disapprove the submission of a TIGER grant proposal to facilitate the conversion of Dekalb Street from a one way northbound street to a two way street.

E. Request Municipal Council to approve or disapprove authorizing the submission of a grant proposal to the Delaware Valley Regional Planning Commission (DVRPC). Motion to approve or disapprove Resolution 16 – 120 authorizing the submission of a grant proposal to the DVRPC for the Transportation and Community Development Initiative (TCDI) funds for a greening and screening feasibility study of the Norristown Municipal Waste Authority’s sewage facility.


Public Safety

A. Request Municipal Council to approve or disapprove a handicapped parking space at 553 Buttonwood Street and remove a handicapped sign no longer needed at 216 Minor Street. Airy Street, Norristown, PA 19401, at 7:30 PM, Council will consider, and if appropriate, enact, an ordinance, the title of which and a summary of which appear below:

AN ORDINANCE OF THE MUNICIPALITY OF NORRISTOWN, MONTGOMERY COUNTY, PENNSYLVANIA, AMENDING THE GENERAL LAW OF NORRISTOWN TO REVISE THE ZONING CHAPTER 320 AND ESTABLISH NEW PROVISIONS GOVERNING DEVELOPMENT IN THE MUNICIPALITY AS PROMULGATED BY THE NORRISTOWN AND MONTGOMERY COUNTY PLANNING COMMISSIONS; SUPERSEDING ALL INCONSISTENT ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE

In accordance with the Comprehensive Plan of Norristown, and Article VI Zoning and Article VII Traditional Neighborhood Development of the “The Pennsylvania Municipalities Planning Code Act of 1968 as reenacted and amended.” The Municipality of Norristown desires to amend the Zoning Chapter of the Code of the Municipality for the purpose of promoting the health, safety, morals and general welfare of the Municipality, and is designed to lessen congestion in the streets and highways; to secure safety from fire, panic and other danger; to provide adequate light and air, to prevent the overcrowding of land; to avoid undue congestion of population; to facilitate schools, parks and other public requirements; to conserve the value of buildings; and to encourage the most appropriate use of land throughout the Municipality.

1. Request Municipal Council to consider to approve or disapprove a proposed Resolution requesting an amendment to the Sterling Act. Motion to approve or disapprove Resolution 16-121 amending the Sterling Act to require that up to one percent of Philadelphia wage tax paid by non-residents of Philadelphia be remitted to the Municipality in which the taxpayer resides.
2. Request Municipal Council consider to approve or disapprove a request from the County of Montgomery to waive location restrictions in Ordinance 09-08 of 2009. Motion to approve or disapprove a request from the County of Montgomery to waive location restrictions in Ordinance 09-08 of 2009 which prohibits transient merchant sales along Swede Street between Main Street and Airy Street.
3. Request Municipal Council consider to approve or disapprove a request from Five Saints Distillery to waive location restrictions in Ordinance 09-08 of 2009. Motion to approve or disapprove a request from Five Saints Distillery to waive location restrictions in Ordinance 09-08 of 2009 which prohibits transient merchant sales at 129 East Main Street opposite the firehouse garage doors and on Green Street opposite the planned front door entrance.
4. Notice of contractor meeting the requirements of the Responsible Contractor Ordinance and request Municipal Council to approve or disapprove award the contract for the Public Works Roof repair. Motion to approve or disapprove total contract for the base and the alternate in the amount of $255,125.00 to Munn Roofing Corporation from Hatfield, PA

Elmwood Park Zoo extends gratitude to loyal Norristown residents by offering FREE admission to Norristown residents on the first Sunday of each month beginning at 2 PM.

Residents of Norristown that present valid photo I.D. may enter the Zoo free of charge after 2 PM on the following dates:

Adults must show photo I.D. as proof of residency. Children must be accompanied by a Borough resident. Non-residents will be charged normal admission rates. Borough residents are defined by living within the following four boundaries:

north of the Schuylkill River
