The Municipality of Norristown has engaged Portnoff Law Associates, LTD (PLA) to collect unpaid trash fees.  Residential property owners of single family homes or multi-family homes with four units or less are charged a fee for trash and recycling services on the annual real estate tax bill.  Residential properties with unpaid trash fees are subject to lien.  PLA is making collection efforts on behalf of the Municipality for the unpaid trash fees and property owners may receive written communication from PLA in this regard.

Unless you notify PLA within thirty (30) days of your receipt of this letter that you dispute the validity of all or any portion of this debt, PLA will assume the debt to be valid. If you notify PLA in writing within thirty (30) days of your receipt of this letter that you dispute all or any portion of this debt, PLA will obtain verification of the debt and a copy of such verification will be mailed to you by PLA.

Hardship Programs are avilable, but you must reside at and own the property.  Commmercial and/or income-producing properties do not qualify for hardship consideration.

There may also be added to a delinquent account the costs, expenses and fees incurred in collection such as, but not limited to, postage, title searches, court fees and sheriff fees.  Additionally, should a lien be filed, interest in accordance with 53 P.S. § 7143 of the Municipal Claims and Tax Liens Act will begin to accrue on the date of the filing of the lien and will continue to accrue on a daily basis, increasing the amount of the balance due.


The collection fees and the attorney fees listed above will be assessed only if the corresponding action is performed.
