Norristown’s LERTA Program wins Strategic Leadership and Governance Award from the International City/County Management Association (ICMA)


NORRISTOWN, PA – Today, the Municipality announced that they will be honored by the International City/County Management Association (ICMA) with a Strategic Leadership and Governance Award for Norristown’s Local Economic Revitalization Tax Assistance (LERTA) program.


ICMA’s Strategic Leadership and Governance Program Award has been awarded every year since 2006, and serves to honor and acknowledge the achievements of municipalities by recognizing innovative programs that have significantly impacted the local government’s strategic direction. ICMA received over 150 nominations for the five professional and five program awards categories.


“Receiving this prestigious award solidifies that Norristown is headed in the right direction,” said Council President Sonya Sanders, “Norristown’s LERTA program is just one of the many economic initiatives that Council will continue to promote the economic growth and revitalization of our community.”


The LERTA program is a creative way to encourage owner-driven redevelopment and new construction in designated areas of the Municipality through the use of a graduated tax abatement schedule where the increase in property taxes are gradually introduced over a period of ten years. The Luxor Lifestyle complex, a 27 million dollar development, on Sandy Hill Road took part in the LERTA program to bring 157 unit apartments to the Municipality in 2017.


Norristown will receive the award in the 10,000 – 49,999 population category for the Local Economic Revitalization Tax Assistance (LERTA) program at ICMA’s 104th Annual Conference in Baltimore, MD this September.
