Yes. Applications for rental licenses submitted for payment are due by November 15th of each year. Applications received after this deadline shall be subject to a penalty set by Council.

Yes. Any individual intending to rent a dwelling unit or a portion of a dwelling to non-family members must first make application to the Norristown Code Department for licensing. Please note that if the building houses more than a single family dwelling unit you will first need to apply for and obtain a zoning use registration permit.
Once it has been determined that the zoning use is acceptable a rental license application can now be submitted to the Code Department along with the applicable fee. The dwelling(s) can now be scheduled for an inspection to insure compliance with the Municipality's property maintenance codes. A member of the code department staff will contact you to schedule a suitable date and time for the inspection.
If at the conclusion of the inspection the dwelling is found to in compliance with the applicable codes the license will be issued and the dwelling unit approved for occupancy. If however defects are observed during the inspection said defects must be repaired prior to occupancy.
